Yes. The neckline is fully elasticated, and the shirred waist helps keep the blouse anchored once on. It is designed to sit just off the shoulders for that clean collarbone line shown in the images.

Is the fabric see-through?

The fabric is lightweight and airy rather than heavily lined, and the sleeves can look slightly sheer in strong light. A nude seamless or strapless bra is the best match under the lighter base colour.
