Is the white colour see-through?

The white looks fairly opaque in the photos thanks to the smoother knit body, but like most lighter shades it is best worn with neutral underwear in bright daylight.

Does it tuck in neatly?

Yes. The body is much less bulky than a chunky jumper, and the shorter length makes it easy to tuck into trousers or skirts without adding extra volume at the waist.
