Is this top very fitted?

Yes. The cut is intentionally close through the bust and waist, and the front ruching is there to shape the silhouette rather than create volume.

Does the neckline sit off the shoulder?

The neckline is a wide draped shape with an asymmetric feel across the collarbone. It is not a fully off-the-shoulder top, but it gives the same soft slouched effect shown in the images.

Are the sleeves and body long enough for high-waisted jeans?

Yes. The 60-62 cm body length reaches past the waistband, and the 62-63 cm sleeves are intentionally long enough to sit over the wrists and lightly cover the hands.
