Is it true to size or very tight?

It is true to size for a fitted look. The cut is deliberately close through the waist and sleeves, so if you want a little more ease or sit between sizes, go up one size.

Can I wear a bra with the neckline?

Yes, but the exposed shoulder means a strapless bra or a one-shoulder bra will work best. The neckline is wide and diagonal rather than high-cut, so regular straps are likely to show.

Is it cropped?

Not fully cropped. It finishes at the upper hip, but because the fit is close and the hem is short enough to keep the waistband visible, you can get a small flash of skin with lower-rise trousers like the styling shown in the photos.
