Does it look like a dress when worn?

From the front it reads very close to a short shirt dress because the shorts sit neatly under the hemline, but it wears as a playsuit, so you get better coverage when walking, sitting and travelling.

Is the waist fitted or adjustable?

The shape comes from the matching self-tie belt rather than a rigid fixed waistband. You can wear it looser for daytime or cinch it in for a more defined waist.

Is the white base see-through?

The print coverage helps it read opaque in the product images, but it is still a light woven fabric rather than a heavy lined cloth. Neutral underwear is the best choice if you want the cleanest finish in bright daylight.
